What it means
A signal with an additional green arrow (the conditional arrow) next to the red light. The arrow allows a turn in the direction shown, but you must first stop before the signal and give way to all other road users: vehicles, pedestrians, cyclists.
With a green arrow, stopping is always compulsory, even when nobody is there. Failing to stop is an exam-ending error.

Must I stop at the green arrow if the car ahead has already moved?
Yes. Every driver using the S-2 green arrow alongside a red signal must stop their vehicle before the signal. The preceding car stopping does not replace your stop. You may then turn only while the arrow is lit and without obstructing anyone, including pedestrians and cyclists.
Does a left-pointing S-2 green arrow allow a U-turn?
