In this situation, are you exiting a residential area?

Correct answer
NO
Explanation
In the video you are driving on a road through a green area next to a shopping centre; on the right there is a white rectangular sign with a black outline of buildings crossed out with a red line - D-43 "end of built-up area". You are not leaving a residential area. The answer is: no.
The Regulation on road signs and signals states that sign D-43 "end of built-up area" marks the exit from a built-up area, while the exit from a residential area is marked by a different sign - D-41 "end of residential area", which is blue, with symbols of a house, pedestrians and a ball, crossed out with a red line. A built-up area and a residential area are two different concepts: a built-up area is an area marked with signs D-42 and D-43, where the 50 km/h limit applies; a residential area is an area marked with D-40 and D-41, where pedestrians have right of way, the limit is 20 km/h and parking is allowed only in marked places. When you see D-43, you know one thing: the 50 km/h limit ends and the rules for outside built-up areas begin, for example 90 km/h on an ordinary road. You do not confuse this with the end of a residential area or with the end of a town, which is marked by the green sign E-18a with the town name crossed out.
