In the visible situation, do you have the right to change lanes to the right?

In the photo, on a cloudy day, you are driving in the middle lane of a three-lane roadway in a city; a dark car is driving in the left lane, the right lane is taken by a queue of vehicles, and a solid line separates it from your lane. You are not allowed to change to the right lane - the solid line prohibits it, and besides, there is no room there. The answer is: no.

The Regulation on road signs and signals states that marking P-2 "single solid line" separates lanes in the same direction and means that you must not cross this line or drive on it; the Road Traffic Act allows you to change lanes only after giving way to a vehicle travelling in the lane you intend to enter. Here two reasons for a "no" come together: the solid line and the lack of a gap between the cars in the right lane - squeezing into the queue would force someone to brake. Solid lines between lanes are painted before junctions and exits to organise traffic and to prevent drivers from forcing their way in at the last moment. You continue in your lane; if you need to move to the right, you do it after the end of the solid line, signalling your intention and waiting for a safe gap.
