In the visible situation, do you have the right to change lanes to the left while exercising extreme caution?

In the photo, at dusk, you are driving along a street in a city in the right lane with arrow P-8b for turning right; a solid line separates you from the left lane, in which a concrete mixer is driving, and a dark car is driving in front of you. You are not allowed to change to the left lane, even while exercising particular caution - you must not cross a solid line. The answer is: no.

The Regulation on road signs and signals states that marking P-2 "single solid line" separates lanes in the same direction and means that you must not cross this line or drive on it. The Road Traffic Act allows you to change lanes only while exercising particular caution and after giving way to vehicles in that lane, but caution is an additional condition, not a way to get around a prohibition resulting from the markings - where the line is solid, changing lanes is prohibited, however carefully you might do it. Moreover, pulling in front of the concrete mixer would be very dangerous, because such a heavy vehicle needs a long distance to brake. You continue in your lane to the right, and next time you move to the left lane earlier, on a section with a broken line.
