In the photo, at dusk, you are driving along a street in a city in the right lane, which has lane direction arrow P-8b for turning right painted on it; a solid line separates you from the left lane, in which a concrete mixer is driving, and a dark car is driving in front of you. You are not allowed to change lanes and go straight on - the solid line prohibits it, and your lane leads only right. The answer is: no.

The Regulation on road signs and signals states that marking P-2 "single solid line" separates lanes in the same direction and means that you must not cross this line or drive on it, and a lane direction arrow means that driving from the lane in which it is placed is allowed only in the direction shown by the arrow. A solid line before a junction is painted so that drivers choose their lane earlier, and do not push in at the last moment between vehicles standing in the neighbouring lane. So from your lane you turn right; if you wanted to go straight on, you get back onto your route by another street, and next time you change lanes where the line is still broken.
