When the engine is running, the oil circulates through the whole lubrication system, and after the engine is switched off it needs a few minutes to flow back to the bottom of the crankcase. A measurement taken immediately will show a level that is too low, and you may add oil unnecessarily and overfill the engine. Measuring with the engine running (answer B) is unreliable and dangerous, because there are moving and hot parts nearby. Putting the moped on the side stand (answer A) tilts it, and then the oil flows to one side and the reading is false - you stand the moped upright, preferably on the centre stand, on level ground.
