Correct answer
YES
Explanation
On a narrow residential street in front of you, on your side, there is a parked car, and another car is coming from the opposite direction. To go around the obstacle, you must move onto the part of the roadway intended for oncoming traffic. You may do this only if you do not cut in front of anyone - the oncoming driver has the right to drive past without braking or moving aside, so you are the one who waits.
A driver must keep to the right-hand side of the road, and when passing a stationary vehicle, keeps a safe lateral clearance from it and reduces speed if necessary - and if it is not possible to go around without moving in front of the oncoming vehicle, waits. Giving way means not moving if the movement could force another driver to change direction or lane, or to change speed significantly. Moving into the opposite lane in front of an oncoming car would be exactly this kind of failure to give way.
