Is it permissible for a driver to tow someone who is using a mobility aid?

The question is about pulling a person using a mobility aid, for example on rollerblades or a skateboard, behind a vehicle. A driver is not allowed to do this. The answer is: no.

The Road Traffic Act prohibits a driver from pulling any of the following behind the vehicle: a rider of an electric scooter or a personal transport device, a person using a mobility aid, a person on a sledge or another similar device, an animal or a load. A mobility aid means rollerblades, roller skates, a skateboard, a scooter without a motor and similar devices, powered by muscle strength - a person on them is not driving a vehicle, moves on the pavement or a cycle path at a speed close to that of a pedestrian, and has no way of stopping safely at the speed of a car. Holding on to a car, being towed on a rope or giving a friend on a skateboard a "lift" usually ends with a fall under the wheels, because a stone or a pothole is enough. The ban also covers sledges - pulling them behind a car, which is popular in winter, is a petty offence and deadly dangerous. You may tow only another vehicle, under the rules set out in the Act.
