Are you entitled to stop a passenger car on the road at this point to drop off a passenger?

In the photo you are driving along a winding road outside a built-up area, by a lake; the roadway is narrow, on the bend a solid line runs on your side (P-3, which may be crossed from one side only), there are solid edge lines along both edges, and the shoulders are soft, with no room for a vehicle. At this point you are not entitled to stop the car on the road, even to drop off a passenger. The answer is: no.

The Road Traffic Act prohibits stopping a vehicle on the roadway alongside a solid line and near its end points if this would force other drivers of multi-track vehicles to drive onto this line. On a narrow roadway with a solid line on your side, any stop, even for a few seconds, blocks the lane: the driver behind you would have to drive onto the line and into the opposite lane, which cannot be seen around the bend. The Act also prohibits stopping on the roadway and on the shoulder next to a solid edge line, and stopping in general is allowed only in a place visible from a sufficient distance - a bend in the road does not meet this condition. Dropping off a passenger is stopping, so the same prohibitions apply to it. You drive on to a straight section with a lay-by or a place off the roadway.
