The Road Traffic Act releases the driver from the duty to carry a Polish driving licence, because entitlements are checked in the Central Register of Drivers - and that is exactly where the information about the retention appears. The retention of the document means a ban on driving vehicles, without any territorial exceptions: answers A and B invent district and town boundaries that are not in the Act. The Vehicle Drivers Act provides for a severe sanction for breaking the ban: if a person drives a power-driven vehicle despite a decision to retain their driving licence, the starost revokes their driving entitlement for 5 years, and in addition they may be held liable for driving without entitlement. In the past, driving during the retention period led to the retention being extended to 6 months - this rule has been repealed and replaced by revocation of entitlement. So for 3 months the motorcycle stays in the garage, and after that time the starost returns the driving licence without an exam.
