The Road Traffic Act states that when there is a significant reduction in speed on a roadway with more than one lane in the same direction, and it is not possible to continue in a lane because of an obstacle or because the lane ends, the driver of a vehicle in the neighbouring lane must, directly before the point where the lane ends, allow one vehicle or one vehicle combination from that lane to move into the neighbouring lane. Vehicle no. 3 is in the neighbouring left lane, and no. 2 is the first vehicle in the ending right lane just before the narrowing - so the obligation is clear: no. 3 slows down and makes room for no. 2, and then follows it. The Act says "one vehicle": no. 3 lets in one vehicle, then goes itself.
