You are driving at 110 km/h. Are you required in this situation to reduce your speed?

Correct answer
NO
Explanation
In the video you are driving in the right lane of a dual carriageway; on both sides of the roadway there are signs D-9 "motorway", and below them D-8 "end of expressway". Driving at 110 km/h, you are not required to reduce speed. The answer is: no.
The Regulation on road signs and signals states that sign D-8 marks the end of an expressway, and sign D-9 - the beginning or continuation of a motorway. So the expressway turns into a motorway, and the Road Traffic Act sets the speed limit for a passenger car at 120 km/h on a dual-carriageway expressway and 140 km/h on a motorway. At 110 km/h you are within both limits, so there is no obligation to slow down - the limit even goes up. The key is to read both signs together: D-8 alone, without D-9, would mean an ordinary dual carriageway with a limit of 100 km/h or a single-carriageway road with 90 km/h, and then you would have to slow down. However, a limit is an upper limit, not an order: you always drive at a speed that lets you keep control of the vehicle, taking into account the volume of traffic, the weather and the condition of the road, and you follow signs B-33, which often lower the speed before interchanges. On a motorway you also keep a distance of at least half your speed in metres.
Legal basis: § 48 para. 1 and 2 of the Regulation on road signs and signals; Art. 20 para. 3 point 1 letter a and b and Art. 19 para. 1 and 3a of the Road Traffic Act (Prawo o ruchu drogowym)
