In the photo you are driving on a two-way road through fields and villages, and ahead of you, by the right edge of the roadway, there is a cyclist in cycling clothes. The minimum distance you must keep from a cyclist when overtaking is 1 m. The answer is: yes.

The Road Traffic Act requires you to exercise particular caution when overtaking, and especially to keep a safe distance from the vehicle or road user being overtaken, and states that when overtaking a bicycle, a cycle cart (wózek rowerowy), a moped, a motorcycle, an electric scooter, a column of pedestrians and other road users listed in it, this distance must not be less than 1 m. One metre is the minimum - a cyclist may wobble, go around a pothole or be pushed by the air stream, so in practice you leave more whenever there is room. On such a road you overtake them by moving partly into the opposite lane, so first you make sure that nobody is coming from the opposite direction and nobody is overtaking you, you switch on your left indicator and you return to your lane only when you can see the cyclist in the mirror. When a car is coming from the opposite direction, you slow down and wait behind the cyclist - you do not squeeze them against the edge.
