Correct answer
YES
Explanation
In the video you are driving along a street in the city centre; ahead of you a cyclist is riding in the same lane, a tram is travelling on the left, and on the right there is sign B-21 "no left turn" with the plate "nie dotyczy ZTM" (does not apply to ZTM, the city public transport), and further on there is a pedestrian crossing. In this situation you should refrain from overtaking the cyclist. The answer is: yes.
The Road Traffic Act requires a driver, before overtaking, to make sure that they have adequate visibility and enough space to overtake without obstructing anyone, and when overtaking a bicycle, to keep a distance of no less than 1 m; it also prohibits overtaking on a pedestrian crossing and immediately before it if traffic there is not controlled. Here there is not enough space: a tram is travelling on the left, so you cannot move over far enough to leave the cyclist a metre of space, and there is a crossing ahead of you. Overtaking "with barely any room" between a tram and a bicycle is a sure way to hit the cyclist. You slow down, follow the cyclist at a safe distance and overtake only after the crossing, when there is room to do so.
