In the photo we see the cab of a tram that is standing in thick fog - almost nothing can be seen through the windscreen. When stopping because of traffic conditions, in reduced visibility, you may use the front fog lights - the answer is YES.
A tram is not a power-driven vehicle, so in fog the tram driver switches on the lights that the tram is equipped with, including the front fog lights. This obligation also applies when stopping because of traffic conditions or traffic rules, for example in front of traffic lights. A tram standing in fog must be clearly visible, so the front fog lights may stay switched on.
