The recovery tank, often called the expansion tank, takes in excess coolant when it heats up and expands, and returns it to the radiator when the engine cools down. An empty tank may mean that coolant is also missing in the radiator - and then the engine will quickly overheat. You check the level in the radiator only when the engine is cold, unscrewing the cap slowly. Turning the pressure cap of a hot radiator to reduce the pressure (answer C) risks boiling coolant spurting out and seriously burning your face and hands. Replacing the tank (answer B) will not help if the coolant is escaping through a leak - you look for the leak, top up with coolant of the correct type and watch whether the level drops again.
