Thanks to them, other drivers know from a distance that the vehicle may behave unusually: drive very slowly, pull onto the shoulder or stop anywhere. In return, the driver of such a vehicle may, while exercising particular caution, disregard the rules on driving on the roadway and close to its right edge, and on stopping and parking - so answer B says the opposite. A permit to drive on the pavement (answer C) does not exist; during such work you may drive on a footway (droga dla pieszych) only when this does not endanger pedestrians. Yellow flashing lights are not used in normal driving when there is no such need.
