Correct answer
NO
Explanation
In the photo a man wearing a helmet is riding an electric scooter on the roadway in a town. You are not allowed to ride an electric scooter on the roadway at 30 km/h. The answer is: no.
The Road Traffic Act states that the permitted speed of an electric scooter and a personal transport device (UTO) is 20 km/h - regardless of where you ride: on the roadway, in a cycle lane or on a cycle path. Riding at 30 km/h means exceeding the limit by 10 km/h, which is a petty offence, just as in a car. In addition, you may use the roadway on a scooter only when there is no cycle path, no shared footway and cycle path and no cycle lane, and only on a roadway where vehicles are allowed to travel at a speed not higher than 30 km/h. The 20 km/h limit results from the design: small wheels, a short wheelbase and a rider standing high up mean that at a higher speed every bump creates a risk of a fall, and the scooter's brakes are weak. Many scooters also have a factory limiter set to 20 km/h, but removing it does not change the rule.
