The word "more" is what counts: exceeding the limit by exactly 50 km/h, for example 100 km/h with a limit of 50, does not yet start this procedure - at least 101 km/h is needed. That is why answer B is wrong. Answer C is wrong for two reasons: again it says "50 km/h" and not "more than", and outside a built-up area the rule covers only single-carriageway two-way roads, not every road. The procedure looks like this: the police officer retains the driving licence on the spot in exchange for a receipt and passes the information to the starost, and the starost issues a decision to retain the document for 3 months, which is immediately enforceable. Driving a vehicle despite such a decision ends with the revocation of driving entitlement.
