In the presented situation, can you overtake the cyclist if it will require slightly crossing the solid line?

In the photo you are driving along a street in a town; ahead of you, by the right edge of the roadway, there is a cyclist, further on there is a car, and the line separating the traffic directions changes into a double solid line on the bend. You cannot overtake the cyclist if this would require crossing the double solid line even slightly. The answer is: no.

The Regulation on road signs and signals states that marking P-4 "double solid line" separates lanes with opposite directions of traffic and means that you must not cross this line or drive onto it. The ban has no exception for "slightly" crossing it - if, while keeping the required gap of at least 1 m from the cyclist, the car will not fit between them and the line, overtaking in this place is not allowed. The Road Traffic Act also requires you, before overtaking, to make sure that there is enough space for the manoeuvre without obstructing anyone, and when overtaking a bicycle, to keep a gap of not less than 1 m. So you slow down, drive behind the cyclist and overtake them only where the double solid line ends and the width of the roadway and the absence of oncoming traffic allow a safe manoeuvre. A few dozen seconds behind a bicycle cost less than a fine or a head-on collision.
