Fog consists of tiny water droplets that reflect light. The strong, high-aimed light of the main beam headlights lights up a white wall in front of you and dazzles you yourself - you see less than with dipped headlights. That is why the Road Traffic Act requires the driver of a power-driven vehicle to switch on dipped headlights or front fog lights, or both of these lights at the same time, in fog. Dipped headlights (answer A) are therefore correct. You may switch on rear fog lights (answer C) when fog limits visibility to less than 50 m - they then help drivers behind you to see a slow tractor. When visibility improves, you are obliged to switch them off immediately.
