During emergency braking, every metre of braking distance counts, and the wheels lock easily. Sand spread between the wheel and the rail increases grip and shortens the braking distance. Using the sander every time you brake (answer A) would use up the sand and make the tram tracks dirty, and limiting its use to surfaces covered with water (answer B) leaves out other situations. You also use the sander on slippery rails when starting. Also remember not to use it when it is not needed.
