In this scenario, while it's not against the rules to overtake cyclists at intersections, should you avoid doing so, as it might create a safety hazard due to limited visibility?

In the photo you are driving along a residential street behind a cyclist and approaching a junction marked with sign A-5 "crossroads"; the entrances of the side streets are hidden by fences and hedges. Although the ban on overtaking at a junction does not apply to a bicycle, you should refrain from overtaking because of the limited visibility. The answer is: yes.

The Road Traffic Act prohibits overtaking a power-driven vehicle at a junction, so formally this ban does not cover a cyclist. This does not mean, however, that you may overtake him here: the Act requires you, before overtaking, to make sure that you have adequate visibility and enough space to overtake without obstructing anyone, and when approaching a junction - to exercise particular caution. Sign A-5 warns of an uncontrolled junction of equal roads, where you give way to vehicles from the right, and the fences hide the entrances: overtaking the cyclist on the left side of the roadway, you would not see a car coming out from the right, and its driver would not see you, because the bicycle blocks his view. In addition, the cyclist may turn left at the junction, and you must leave him at least 1 m. So you stay behind him, go through the junction and overtake him after it, when visibility is full.
