Does the provisions of the Law on road traffic allow you to move away from the vehicle while the engine is running?

In the photo, a driver has left a car with its door open and is walking away from it towards the pavement. The rules do not allow you to walk away from a vehicle whose engine is running - answer B. Distances of 15 m (A) or 5 m (C) do not exist in the Road Traffic Act.

The Act prohibits the driver from walking away from the vehicle while the engine is running, and separately prohibits leaving the engine running while parked in a built-up area, except for a vehicle carrying out work on the road. The rule does not recognise any distance margin - what matters is whether you walk away from a car with its engine running, not how many steps you take. The reasons are simple: a car with its engine running can be stolen in a few seconds, it can move off by itself if the gear or the parking brake fails, and when left unattended it gives off exhaust fumes and noise. Even a short trip "just for bread rolls" or to the letterbox requires you to switch off the engine, take out the key and lock the car. The Act also requires you, while parked, to secure the vehicle against being started by an unauthorised person. The law provides for a fine for walking away from a vehicle with its engine running.
